The International Computer Driving Licence (ICDL) concept is a global computer literacy initiative developed to raise the level of knowledge about Information Technology (IT) and increase the level of competence in using personal computers and common computer applications for all the citizens of the world.
Owned and co-ordinated by The European Computer Driving Licence Foundation Limited (ECDL-F), a non-profit organisation based in Dublin, Ireland, the ICDL is an internationally recognised, vendor-neutral certificate which demonstrates a person’s competence in computing knowledge and skills in accordance with international standards. ECDL (European Computer Driving Licence) and ICDL are synonymous, and identical standards apply to both.
The ECDL-F has produced a set of standards and quality guidelines which govern the procedures for the ICDL concept and ensure that it is operated in a consistent fashion in all member countries through adherence to these common quality standards. The Foundation has appointed and licensed ICDL GCC Foundation as the sole body to implement and disseminate the program in the Gulf Region with the support of the regions leading educational institutions and accreditation bodies.

Quality Assurance: The ICDL GCC Foundation audits and reviews its certifications and delivery systems to preserve and protect the high standard for which it is renowned.

Programme Development: The ICDL GCC Foundation works with recognised experts to continually develop its range of certification programmes, in line with market needs and technological advancements.

Marketing & Promotion: The ICDL GCC Foundation promotes the development and improvement of digital skills globally and provides a marketing support function to Operators.

Global Development: The ICDL GCC Foundation is proactive in its development of new market opportunities through strategic partnerships with international organisations, Courseware and Testing Providers.

Disability Statement
ICDL GCC Foundation has recently announced major plans to extend the benefits of the ICDL program to people with disability. This reinforces ICDL GCC Foundation’s stand that IT literacy should be accessible to all individuals, irrespective of their age, background, gender, and physical abilities. To further this cause, the ECDL Foundation, the worldwide governing body of the ICDL program, has set specific procedures and standards for accrediting organizations that provides training and testing to disabled people. ICDL GCC Foundation, the regional arm of the ECDL Foundation is responsible for implementing these procedures and standards in the Gulf region.
